Hi Don, I have the same issue but I am further along and have signed in only to not see the history due to not having cortana turned on. It is VERY annoying and not user friendly that I cannot simply clear the history after hitting the manage history link next to the bing search box like I can in win7. The option to permanently delete your account will only appear after you've selected a reason from the menu. Click or tap Permanently delete my account.
